The default now seems to be "Everyone" - no matter what the main security setting is for your profile; I think it used to be "Friends of Friends." So he or she is explicitly allowing "friends of tagged friends" or "anyone" to view it. I'm sure most people just leave that option on the default setting though (and now I'm wondering what that is...)
